Heriot-Watt University has told school-leavers from Scotland not to apply through Clearing this year, after confirming it has already filled every Scottish Government-funded place available for the new intake. The Edinburgh-based institution says the closure applies only to Scottish-domiciled applicants, with places for students from the rest of the UK and overseas still open.
Scottish school-leavers hoping to secure a place at Heriot-Watt through Clearing have been told to look elsewhere, after the university confirmed its allocation of Scottish Government-funded places is now full. A notice on the university’s Clearing page states plainly: “Please note, this year, we are closed to all Scottish applicants for all programmes.” By contrast, applicants from outside Scotland are being promised a “supportive, flexible and welcoming environment” as they work through the Clearing process.
Why Scottish places are capped
The closure stems from a limit set annually by the Scottish Funding Council, which caps the number of government-funded places each Scottish university can offer. Universities that significantly exceed this cap can face financial penalties, giving institutions like Heriot-Watt little room to accommodate extra Scottish-domiciled students once their allocation has been reached. The university has stressed that this year’s restriction affects only Scottish-funded places, meaning Clearing remains fully open to applicants from the rest of the UK and overseas.
Part of a wider capacity problem
The move has reignited concerns about capacity pressures across Scotland’s higher education sector. Universities have repeatedly warned that fixed funding limits can leave qualified Scottish students with fewer options by the time Clearing opens each year, even when they meet the entry requirements for their chosen course. Universities Scotland has previously cautioned that demand for places from Scottish applicants continues to outstrip the number of funded spots available, adding to the pressure on admissions teams as they manage each year’s intake.

Prospective students from Scotland who are unable to secure a place at Heriot-Watt are being encouraged to check availability at other Scottish universities, or to consider institutions elsewhere in the UK where vacancies remain open through Clearing.
