According to documents reviewed by Britannia Daily, Albania’s Special Prosecution Office Against Corruption and Organised Crime has imposed a preventive seizure of more than €128 million held in the accounts of a notary, as part of its expanding investigation into the controversial Zvërnec land sales connected to the Kushner-backed coastal resort development.
The order, dated 10 June, targets funds held by notary Amela Mukaj relating to three separate land sale contracts in the Zvërnec area, all dated 24 April 2026. According to SPAK, the seizure covers €110,247,134 from a contract between Artur Shehu and “Albanian Land Development” sh.pk, €10,044,684 from a contract involving Ferdinand Sulaj and Burbuqe Sulaj with the same company, and €8,062,619 from a further contract between the same parties — all held in a single account registered to Mukaj.
The decision states that the seizure covers “movable assets, monetary amounts in euro currency located in the bank account of notary public Amela Mukaj, natural person,” relating to the three sales contracts identified by their official registration numbers.
According to the investigation, the money in question was intended to be used by Artur Shehu to purchase property, with “Albanian Land Development” acting as an intermediary in dealings connected to companies belonging to the Al-Qayat brothers from Qatar. The land in question forms part of the area earmarked for development under the Zvërnec resort project linked to Jared Kushner’s investment firm Affinity Partners.
Separately, it has emerged that assets belonging to Erion and Adrian Ramaj — described as nephews of a figure referred to locally as “Miri i Xhike” — have also been seized as part of the same investigation. The assets in question are villas located in the Green Coast development, a luxury resort complex on Albania’s southern coast.
The seizures come amid the wider SPAK investigation into how protected status was removed from land in the Vjosa-Narta and Zvërnec area in 2024, clearing the way for large-scale tourism development. The case has become a focal point for the mass protests that have gripped Tirana in recent days, with thousands of Albanians demonstrating against the Kushner-linked resort project and demanding accountability over how the land changed hands.
