The findings are described as the 2nd “essential judgment” of the report, “Foreign Threats to the 2020 United States Federal Elections,” by the National Intelligence Council.
Derkach, who has ties to Russian intelligence, is known to have consulted with Rudy Giuliani, Trump’s personal attorney, who for months promoted discredited accusations versus Biden, now president, and his boy Hunter Biden.
In specific, the declassified report, released Tuesday, stated that Putin “had purview over the activities of Adriy Derkach, a Ukrainian legislator who played a popular role in Russia’s election influence activities.”
Russia and its president, Vladimir Putin, licensed intelligence assets to promote false information during the 2020 election cycle about Joe Biden through U.S. media and individuals close to then-President Donald Trump to try to boost Trump’s reelection chances, a U.S. intelligence report stated.
” A crucial element of Moscow’s strategy this election cycle was its usage of individuals connected to Russian intelligence to launder impact stories including misleading or unsubstantiated claims against President Biden through US media companies, US officials, and popular US individuals, a few of whom were close to previous President Trump and his administration,” the report said.
” We evaluate that President Putin and other senior Russian authorities knew and most likely directed Russia’s influence operations against the 2020 Presidential election,” the report stated.
The report stated that Russian intelligence services, and individuals in Ukraine who had ties to those services, alleged that there were “corrupt ties in between President Biden, his household, and other US officials and Ukraine.”
” Russian intelligence services counted on Ukraine-linked proxies and these proxies’ networks– including their US contacts– to spread this story to offer Moscow possible deniability of their participation,” the report stated.
” We examine that the objectives of this effort surpassed the United States presidential campaign to include minimizing the Trump administration’s support for Ukraine. As the US presidential election neared, Moscow positioned increasing emphasis on undermining the candidate it viewed as the majority of harmful to its global interests.”
The report said, “A network of Ukraine-linked individuals consisting of Russian influence representative Konstantin Kilimnik– who were likewise connected to the Russian Federal Security Service (FSB) took actions throughout the election cycle to damage US ties to Ukraine, denigrate President Biden and his candidateship, and advantage previous President Trump’s potential customers for reelection.”

Kilimnik, who was a key associate of Paul Manafort, the disgraced Republican specialist who at one point ran Trump’s 2016 campaign, was identified last summer by the Senate Intelligence Committee as a Russian intelligence officer who may have helped collaborate the hacking and leaking of Democratic emails in 2016.
House Intelligence Committee Chairman Adam Schiff, D-Calif., stated Tuesday, “The Intelligence Community Evaluation released today underscores what we all knew currently– that Russia interfered to support previous President Trump, harmed President Biden, and weaken self-confidence in our electoral process.”
“Through proxies, Russia ran an effective intelligence operation that penetrated the previous president’s inner circle,” Schiff said. “Individuals close to the former president were targeted by representatives of Russian intelligence consisting of Andriy Derkach and Konstantin Kilimnik, who laundered false information into our political system, with the intent of denigrating now-President Biden and harming his candidateship.”
